Next round of Provider Relief Funding to Medicaid and CHIP providers

On June 9th, the U.S. Department of Health and Human Services (HHS) announced it would be distributing roughly $15 billion in its next round of Provider Relief Funding to Medicaid and CHIP providers through a time-limited application process. To be eligible for this funding, health care providers must not have received payments from the $50 billion Provider Relief Fund General Distribution and either have directly billed their state Medicaid/CHIP programs or Medicaid managed care plans for healthcare-related services between January 1st, 2018, to May 31st, 2020. 

HHS provided examples of providers, serving Medicaid/CHIP beneficiaries, possibly eligible for this funding include pediatricians, obstetrician-gynecologists, dentists, opioid treatment and behavioral health providers, assisted living facilities (presumptivly those that accept Medicaid waiver residents or contract with Medicaid Managed Care organizations) and other home and community-based services providers. This could possibly be applicable to PACE, ICF IID, and group home providers. 

Eligible providers would have to submit their annual patient revenue information to the enhanced Provider Relief Fund Portal to receive a distribution equal to at least 2 percent of reported gross revenues from patient care. This funding will supply relief to Medicaid and CHIP providers experiencing lost revenues or increased expenses due to COVID-19.

Key Issues:

  • The Recipient certifies that the Payment will only be used to prevent, prepare for, and respond to coronavirus, and that the Payment shall reimburse the Recipient only for health care related expenses or lost revenues that are attributable to coronavirus. 

  • The Recipient certifies that it will not use the Payment to reimburse expenses or losses that have been reimbursed from other sources or that other sources are obligated to reimburse.
