Stanley (Sandy) Swindling is a Shareholder at
Moore Stephens Lovelace, P.A., is the Director of
the Firm’s Healthcare Team and a member of the Firm’s
Skilled Nursing Facility Practice Group. Sandy has over 30
years of experience providing comprehensive consulting
services to long term care facilities. Numerous skilled
nursing facilities, intermediate care facilities, outpatient
rehabilitation centers, mental and psychiatric facilities
have benefited from Sandy’s expertise in compliance matters
and his ability to resolve complex issues specific to the
healthcare industry.
Professional Experience
Sandy provides reimbursement consulting and
financial reporting services, litigation support,
operational reviews, debt restructuring and strategic
planning for approximately 135 institutional healthcare
providers in approximately 10 states. He also serves as a
consultant during Medicaid and Medicare reimbursement
hearings related to rule challenges on reimbursement issues.
Sandy maintains a positive relationship with the American
Health Care Association and
other regulatory healthcare organizations and has worked
proactively with the State agency to develop interim
Medicare reimbursement methodology for use during state
emergencies.
Sandy has been published in The Miami Herald and has written
articles for several other long-term care publications. He
frequently presents overviews of Medicare and Medicaid for
organizations including Florida Health Care Association and
Florida Association of Homes and Services, and has given
presentations at the annual Health Trust Conference. Sandy
has spoken at the National Investment Center annual
conference on Medicare regulatory updates and Medicaid
reimbursement methodology.
Featured Successes
When Sandy’s client was faced with a
reimbursement rate penalty, he appealed the penalty and
supported their position in court. The appeal successfully
reversed the penalty and the client saved over $300,000.
Sandy assisted a client by correcting an erroneous cost
report which was prepared by an outside source. He was able
to correct the errors, saving the client approximately
$500,000.
Sandy negotiated with a state agency on behalf of his
clients to reduce the overhead applied to the cost of
residents’ medications. This resulted in a significant
limitation of the overhead allocated out of all facilities’
Medicaid rates on a statewide basis.
